Permanent for anything outdoors, washed or handled. Removable for walls, temporary decor and stencils. Permanent vinyl on a painted wall can take the paint off when removed; removable vinyl on a car lifts within a season. Getting this right takes five seconds and prevents both.

What the two adhesives actually do
Permanent vinyl uses a solvent-based adhesive that cures over roughly 24 to 72 hours into a hard, aggressive bond. It resists water, UV and temperature swings, and it is deliberately difficult to remove. Typically gloss.
Removable vinyl uses a low-tack adhesive designed to release cleanly from most surfaces for a period of years. It is rated for indoor use and will not survive weather or repeated washing. Typically matte.

What goes wrong in each direction
Permanent where removable belonged is the expensive one. On a painted wall, after the adhesive has cured, removal frequently lifts the paint finish — leaving a patch that needs filling and repainting. In a rented property that is a deposit problem. The vinyl did exactly what it was designed to do; it was simply the wrong choice.
Removable where permanent belonged is merely disappointing. The decal lifts at the edges within a season outdoors, or after a few washes on a tumbler. It looks like a quality problem and is not — it is a specification mismatch.
If you can only buy one
Buy permanent, and use it only where permanent belongs. Removable vinyl simply cannot do the outdoor and washed jobs, so it is the less versatile of the two. What permanent cannot do is come off a painted wall cleanly — but wall decals are a specific project you can buy for separately when you get to one.

- Permanent means permanent — removing it from paint or a wall can take finish with it
- Gloss finish is not what you want on a wall quote

Not for you if
You are decorating a rented wall. Use removable 631 instead and keep your deposit.
