Buy Oracal 651. It is the reference permanent vinyl, rated for up to six years outdoors, and it is what sign shops use. Cricut's Premium Vinyl is a reasonable convenience alternative with named settings and matless cutting, but it is rated for a shorter outdoor life. And do not put either on a painted wall.

What permanent actually means
It describes the adhesive, not the lifespan of the object. Permanent vinyl uses a solvent-based adhesive that cures over roughly 24 to 72 hours and bonds aggressively to hard surfaces. It is designed to resist water, UV and temperature swings, and it is designed not to come off cleanly.
That last part is the bit people underestimate. Removing permanent vinyl from a painted surface after it has cured will often take some of the paint. From glass or metal it usually comes away with heat and patience. From a rented wall, it is a deposit-losing exercise.

Vinyl Transfer Tape

Permanent vinyl is unforgiving of a bad application because you get one attempt — lift it to reposition and the adhesive often comes away with it. Transfer tape, ideally gridded, is what turns placing a multi-piece decal into one controlled motion instead of a series of increasingly crooked corrections.

Getting a clean application
Permanent vinyl gives you one attempt, so the preparation matters more than with removable material.
- Clean the surface with isopropyl alcohol, not soapy water. Any residue, oil or polish stops the adhesive bonding, and a fingerprint is enough on glass.
- Let it dry completely. Trapped moisture causes edges to lift days later.
- Burnish the transfer tape onto the weeded design firmly with a scraper before lifting.
- Hinge the decal — tape one edge down, peel the backing from that side, and lay it down progressively rather than dropping the whole thing on at once.
- Burnish again through the tape, then peel the tape back slowly at a sharp angle rather than straight up.
- Leave it to cure for a day or two before washing or exposing it to weather.
